Mission

Our mission is to provide efficient and responsive customer service and to promote safe and reasonable access to campus for all BHSU Students, Employees, and Guests.

General Regulations & Consequences

  • University speed limit is 15 MPH.

  • Pedestrians shall at all times have the right-of-way.

  • Skateboards, bikes, and rollerblades may NOT be used on the outdoor track, or in University-owned facilities. Stunts are not allowed on university property.

  • Mopeds and scooters with engines under 50 cubic centimeters are allowed to use the campus sidewalk system ONLY to access a nearby bike rack. It is NOT acceptable to drive mopeds/scooters on sidewalks from building to building or across campus. 

  • Mopeds/scooters with engines over 50 cubic centimeters are not allowed on the campus sidewalk system at any time.  

  • A general rule of thumb is that mopeds/scooters that require a state-issued license plate have engines in excess of 50 cubic centimeters.  

  • Any/all vehicles that require a state-issued license plate will be required to park in one of the university-designated campus parking lots and will require an annual parking permit.  

  • Violators of these rules will be subject to any/all relevant parking tickets. 

  • Snowmobiles are not allowed to be operated anywhere on the BHSU campus.

  • Parking privileges on university property will be revoked if falsification and misrepresentation are found in the registration information for a permit or if appealing a violation.

  • Any person who obtains or attempts to obtain another person's permit by theft, copies, or alters with the intent to defraud shall be assessed a fine of $100, be subject to revocation of parking privileges on all university property, and subject to university disciplinary action.

  • Any person who has registered with the parking office and purchased a parking permit shall not resell or give that permit to another person. That permit will be considered invalid. Any violation fines while the permit is in the possession of any person other than the registered permit owner, will be the responsibility of the registered owner.

 

Vehicle Registration

  • Any motorized vehicles, excluding those powered by muscle, that are utilizing University roads and/or parking are required to be registered. Visitors may use University roadways and parking facilities for the purpose of attending functions. For any other purpose, a vehicle must receive written permission.
  • All students, faculty, staff, administrative, Board of Regents, and contracted service employees who work and maintain a headquarters on the campus and who park a vehicle in areas under the control of the university must purchase a permit, hang it on the rearview mirror, or place it in the lower left side of the windshield.
  • Vehicle parking permits must be purchased each academic school year. 
  • Bicycles and mopeds do not have to be registered.

  • Parking permits may be purchased online by using the link at the top of this page.  
  • If an individual's classification changes, the old vehicle parking permit must be turned in and exchanged for an appropriate new parking permit.
  • Prior to the issuance of a parking permit, all outstanding unpaid parking fines that are attached to the individual's parking account must be satisfied.

  • A - issued to all faculty and employees. Vehicles displaying an A (Faculty) permit may park in the Faculty/Staff, Jonas, Young Center, and all perimeter lots.
  • B - issued to students who do not reside in on-campus University housing. Vehicles displaying a B (Commuter) permit may park in the commuter area, Jonas, Young Center, and perimeter lots.
  • C - issued to students who reside in Humbert Hall. Vehicles displaying a C (Humbert) permit may park in the Humbert lot, University Street parking areas Jonas, Young Center, and perimeter lots.
  • M - issued to all persons who operate a motorcycle. Vehicles displaying an M (Motorcycle) permit may park in the Resident lots if a resident, Commuter lots if a commuter, Faculty lots if faculty and/or employee, and all perimeter lots.
  • R - issued to students who reside in the apartment complex on the north side of the campus.  Vehicles displaying an R (apartment) permit may park in the Apartment lots, Jonas and Young Center lots.
  • T - issued to students who reside in Thomas, Heidepriem, and Crow Peak Halls. Vehicles displaying a T (Thomas/Heidipriem/Crow Peak) permit may park in Thomas, Heidepriem, Crow Peak, Jonas, Young Center, and perimeter lots.
  • W - issued to students who reside in Wenona Cook Hall. Vehicles displaying a W (Wenona Cook) permit may park in the Young Center, Jonas parking lot, and perimeter lots.
  • YC - issued to all persons who purchase a membership at the Donald E. Young Sports and Fitness Center with the exception of BHSU faculty, staff, and students. Vehicles displaying a YC (Sports Center) permit may park in the Young Center lot ONLY.  These permits are valid for two years.
    • Additional permits may be purchased at full or appropriate price.

  • Guest and Temporary permits are issued without charge by the Public Safety office located in the Student Success Center of Woodburn Hall.
  • Vehicles bearing a Guest permit may park in any legal parking area not marked reserved.  Guest permits may not be issued for periods longer than five days, and are valid for the date(s) indicated only. Guest permits must be completely filled out to be valid.
  • Temporary permits are to be hung from the inside rearview mirror, printed side facing out; displayed in the lower-left corner of the windshield; or on the dash with the information facing outward.
  • Temporary Handicapped permits are issued upon demonstration of need and medical statement for a period of up to 30 days. If additional time is needed the permit may be renewed. Vehicles displaying a Handicapped Permit may park in any legal parking areas A, B, C, R, T, W, and YC or H spaces.

General parking regulations are enforced Monday - Friday, 7 a.m. - 4 p.m.

  • B (Commuter)
  • C (Humbert)
  • T (Thomas/Heidepriem/Crow Peak)
  • W (Wenona Cook)
  • R (Apartments)
  • YC (Young Center)

However, the following regulations are enforced 24/7: 

  • 3.2B: Fire Lane violation – red curb or posted ($35 fine)
  • 3.2C:  Fire Hydrant violation – parked within 15 feet ($35 fine)    
  • 3.2D:  Parked in front of moveable barricades ($35 fine)
  • 3.43:  Vehicle parked/blocking
  • 3.45:  Blocking Traffic Flow
  • 3.46:  Reserved Parking Only 24/7
  • 3.53:  Handicap Zones ($100 fine)
  • 4.0:    Flagrant Safety Violations (Moving Violations 4.1-4.5)

Violations & Fines

The motor vehicle laws of the State of South Dakota and the rules of common sense and driving courtesy shall be adhered to by all those who operate a vehicle or bicycle on university-owned and supervised property and streets.    

The issuance of a ticket for a violation does not preclude the issuance of additional tickets for the same or similar violations on subsequent days or even the same day.

Signs need not be displayed for a citation to be issued.

3.41 - Obstructing (partially or wholly) any crosswalk or sidewalk

3.42 - Parked in a loading zone (designated by yellow curb) except when loading/unloading vehicle (10-minute limit)

3.43 - Vehicle Parked/Blocking

3.44 - Improper and No Parking Zones (parked outside designated parking spaces)

3.45 - Blocking Traffic Flow

3.46 - Reserved Parking Only 24/7 – unauthorized vehicles parked in posted spaces

3.47A - Visitor Parking Only. Faculty, staff, or students do not qualify as visitors. 

3.47B - Welcome Center Guests Only.

3.48 - Mopeds/scooters with engines larger than 50cc are not allowed to park on sidewalks

3.49 - Electric Vehicle Parking Only

Parking in a designated area without the proper designated vehicle parking permit for that area shall be accompanied by a $30 parking fine violation. 

Any vehicle parked on campus by an employee or student must have a correctly designated vehicle parking permit properly displayed (fully visible from outside the vehicle). Parking on campus by employees or students without a valid permit is not permitted. 

Any vehicle displaying a counterfeit, altered, copied, or otherwise illegal parking permit is subject to having the boot immobilizer placed on the vehicle and carries a $100 fine. 

South Dakota Codified Law 32-30-11.4 - Unauthorized parking or stopping in a marked handicap space carries a misdemeanor fine. The owner of any vehicle not displaying a serially numbered certificate, temporary handicapped permit, window decal, or special license plate parked or stopped in a parking space, or blocking a parking space on public or private property designed as “reserved” for a person with a physical disability commits a Class 2 misdemeanor. The fine for this violation is $100. Repeat offenders are subject to being towed at their expense. 

The following violations will be accompanied by a violation fine and in cases of repeated flagrant abuse, the operator is subject to towing and/or revocation of parking privileges on all university-owned, supervised properties and streets. In the case of revocation of parking privileges, no parking permit refund shall be issued. 

Speeding over the university speed limit of 15 mph. The fine for this violation is $15.

Any person who operates on university-owned, supervised property and streets in such a manner that creates or causes unnecessary engine noise, tire squeal, skid or slide upon acceleration or stopping; or that simulates a temporary race; or that causes the vehicle to unnecessarily turn abruptly or sway, shall be guilty of exhibition driving. The fine for this violation is $50.

Any person who drives a vehicle on university-owned, supervised property and streets carelessly and without due caution, at a speed or in a manner so as to endanger any person or property, not amounting to reckless driving, shall be guilty of the misdemeanor of careless driving. The fine for this violation is $75.

Any person who drives a vehicle recklessly and heedlessly in disregard for the rights of others or safety of others, or without due caution and circumspection, at a high rate of speed or in a manner so as to endanger or be likely endanger any person or property, shall be guilty of the misdemeanor of reckless driving. The fine for this violation is $90.

Affronts to the university driving code not specifically mentioned above fall into the category of Other Moving Violations. Specific examples include Failure to Obey a Stop Sign, Driving Around Barricades, Driving on Sidewalks, or allowing a vehicle to be in any area other than sanctioned streets or parking lots. The fine for these violations is $35

Vehicles such as ATVs, mopeds, scooters, and snowmobiles must follow the parking regulations and related restrictions outlined above. Vehicle-specific regulations include:

  • Scooters/Mopeds with engines less than 50 cc’s are allowed to park at bike racks that are located throughout campus. It is acceptable practice to access bike racks by driving onto nearby sidewalks via the most direct route possible. It is not acceptable to drive mopeds/scooters on sidewalks from building to building or across campus. 
  • Scooters/Mopeds with engines larger than 50 cc’s are banned from the campus sidewalk system and need to follow the regulations and guidelines pertaining to motor vehicle parking on campus (parking permit required – refer to parking regulation 3.48). 
  • ATVs are allowed to park in established parking lots only. An ATV parking permit is required. 
  • Snowmobiles are not allowed to be operated on university-owned, supervised property.

Public Safety uses vehicle immobilizers (also known as boots) as an additional parking enforcement tool. At times, the boot program will be used in conjunction with towing to enforce campus parking policies in a timely manner. Boot immobilizers may be used in the following circumstances:

  • Flagrant/hazardous violations
  • Chronic habitual offenders
  • Unregistered vehicles that have accrued in excess of $120 in parking fines
  • Vehicles that have been banned from campus
  • At the discretion of Public Safety Officers
  • Once applied, a boot removal fee of $50 may be assessed. 

A vehicle will be subject to towing under the following circumstances:

  • Blocking the roadway or service or emergency vehicle ingress or egress
  • Creating a road hazard or damage to property or grounds
  • Deemed to be abandoned on university property
  • Any vehicle that has had the boot immobilizer in place in excess of three business days without the vehicle owner/operator coming forward 

Payment of Violation Fines

Pay Fines Onlines

  • All payments of violation fines shall be made within five days after the issue date of each violation, excluding Saturdays, Sundays, and school holidays.        
  • Failure to pay will result in an additional $15 late fee after the five days excluding Saturdays, Sundays, and holidays.
  • Violation fines may be paid at the Public Safety Office (Student Success Center - Woodburn Hall) via cash, check, debit or credit card.     
  • Failure to pay required fines after written notice will result in the following action:
    • A. Unpaid student violation fines will result in a "hold" being placed on the student's records, he/she will not be allowed to register until all fines have been paid in full.
    • B. Failure of employees to pay violation fines is an infraction of BHSU policy. Unpaid employee fines will be deducted from the last paycheck received for the current semester. In the case of terminating (voluntary or involuntary, including retirement) personnel, the deduction will be taken from the last paycheck. The Vice President for Student Life will initiate the deduction process.
  • A vehicle may be immobilized (or booted) if five or more outstanding violations are issued to the vehicle. A boot fee of $50 maximum must be paid before the boot is removed. The vehicle may be towed after being booted for three days (excluding Saturday, Sunday or holidays) if violations are not paid. All towing expenses will be the responsibility of the vehicle owner.

Appeals

Consistent enforcement of University parking policies and regulations helps contribute to an equitable system for all members of the campus community. Occasionally, extenuating circumstances may be the basis for an appeal of a parking citation. Appeals must state concisely, but fully, the grounds on which the appeal is based.

  • An appeal must be submitted to the Public Safety office within five business days, excluding Saturdays, Sundays and school holidays after the issuance of the citation. The elapse of five business days results in the violator's forfeiture of the right to appeal the citation.
  • Written appeal forms are available at the Cashier window in Woodburn Hall. An appellant may also appear in person before the appeals committee. A processing fee of $5 per appeal will be charged when an appeal is filed, payable at the Cashier's window. The fee will be refunded if the appeal is upheld.
  • Fire lane, fire hydrant, handicap parking violations, and unauthorized use of permits are not waivable offenses. Disregarding BHSU Parking Policies and Regulations are not valid reasons to wave a citation. "I was running late", "I will never do it again", "I was just dropping off a paper", "I was just there a minute", "I did not see the sign", "But other people were parked there", etc. are unacceptable grounds for an appeal.
  • Written notification to the appellant will be made within 15 days. A citation fine, which has been appealed and denied, must be paid within 72 hours of the denial, excluding Saturdays, Sundays and school holidays. If the $15 fine is not paid within the 72 hours, a late fee of $15 will be added.
  • THE APPEAL DECISION IS FINAL AND BINDING.
